Flag Etiquette?

A new state building has a round area of grass in front of the building that is surrounded by a driveway to the front door with three flag poles located on the grass in the middle of this yard. The poles are arraigned in a "U" shape or "V" shape manner. As you approach the building the center pole is closest to the street while the other two are set back a few yards. We would like to have the American, State and County Flags flying. What is the proper order to fly these flags?

I am a veteran, and know most of the flag etiquette codes. My question that I have is between church and state. There is a new church near my house, and they fly The American Flag and Christian Flag on poles out front. The American Flag, is as should be higher than the other flags being flown, but The Christian Flag pole has a cross at the top, making this flag pole higher than The American Flag pole. There is a fine line between all this, but the flag code states The American Flag should be flown higher, nothing mentioned about the “pole toppers”. Help me out here… I am not a religious person so I don’t know the in’s and out’s of their methodology. … When the flags are flown from adjacent staffs, the flag of the United States should be hoisted first and lowered last. No such flag or pennant may be placed above the flag of the United States or to the right of the flag of the United States (the viewer’s left). … nothing about the height of the poles
I just think it is odd that in America, we have the freedom of religion, only due to our past leaders… Protected by our military, we have the freedom to do as we wish within certain limits. I do not want to start a fight; I just drove by a church and noticed that the flag poles looked odd!

Why is there a ball on top of every flag pole? What is it called? Is it a myth that there are items inside?

United States for example, all flag poles, federal, military,or learning institutes. Someone told me once, a long time ago. I want to know if it’s true.

I was at a recent event in an auditorium where approximately 30 international flags, a state flag, and the American flag were displayed. The international flags were displayed towards the rear of the stage and were hung from wires. The American and the state flags were actually on the stage on flag poles, Hence, the American flag was displayed lowered than the accompanying international flags. I remember being taught that when the American flag is displayed with international flags, it should be flown at at least the same height as the others. So, is the described situation improper flag etiquette or is there a rule that allows for it?
